We are seeking an experienced, Front End Software Engineer with experience in enterprise support, to provide support and expertise to an enterprise GIS program. This role requires strong technical advisory and leadership in direct support of our client's DoD customer with current subject matter expertise in ArcGIS Enterprise, associated APIs and SDKs, and enabling technologies. The successful candidate will be able to serve as a trusted advisor and advocate to the customer and stakeholders across the program and provide support and advice on GIS strategies, architectures, best practices, product evaluation, and planning. They will perform software coding, scripting and create documentation for designing and implementing data conversion procedures and performing software and database quality control, ensuring the stability, integrity, and efficiency of operating systems. 

This role will be on-site and in direct support of our client's customer at United States Strategic Command (STRATCOM), Offutt AFB, NE

Candidates must have active DoD Top Secret w/ SCI Clearance.

Functions: 

• Enterprise Support (i.e., Application support, Sysadmin trouble shooting) will support computer systems, monitor performance, troubleshoot issues, implement security measures, install/update software and hardware, maintain backups and disaster recovery plans, and work with IT professionals to improve system performance, reliability, and availability.

• Front-End Software Engineer will develop custom tools built upon ArcGIS for STRATCOM’s analytic workflows. 

• The engineer will: Design and develop front-end application widgets for the IMMAD web application.

• Develop intuitive JavaScript API widgets to support customer needs, using Web App Builder, JavaScript API 4.x, and HTML/JS/CSS.

• Occasionally develop or maintain Python scripts to support development efforts.

• Document and test ArcGIS JavaScript API code.

• Perform bug fixes and maintenance tasks

• Collaborate in Microsoft Teams and will use a secured Jira/Confluence suite to log bugs, maintain the backlog, etc.

• Development will occur in the secured domain (Esri calls it Esri.Tech Enclave).

• Maintenance of .NET web components

Requirements:

• US citizen. Ability to obtain a US government security clearance required, TOP SECRET/SCI eligible.

• Education: BA/BS; Computer Science, Software Engineering, GIS or related fields.

• Excellent written and oral communication skills; self-motivated

• Experience in software development (5 years minimum, 10+ years preferred)

o Strong JavaScript API development skills

o Demonstrated knowledge in software engineering principles, data structures

o Unit testing, functional testing and integration testing experience

o Agile software development, Scrum/Kanban experience

o 5+ years source control knowledge (git, GitHub) required

o Combination of 5 – 7 years ArcPy, ArcObjects, and JS API experience

o Experience with React framework

• Experience with ArcGIS Enterprise, associated APIs and SDKs, and enabling technologies at the following levels:

Desired Qualifications (in addition to requirements):

• Experience (1-2 years) with: WebApp Builder widget development, JavaScript ES2015/ES6, TypeScript, Functional Programming, JS Testing frameworks, Sass, React or Vue or Angular, OAuth 2.0/SAML/PKI, NPM, Node.js or Build/Automation frameworks

• US Secret clearance or higher

• CI polygraph

• Basic shell scripting experience

• Cloud experience

• Secure coding practices, DOD Development experience

• Scrum, SAFe qualification

• Security+ certification

• Esri ArcGIS certifications, including ArcGIS API for JavaScript Specialty or Web Developer Associate

• Experience with collaboration toolsets (JIRA, Confluence, GitHub)

• Experience in Intelligence, Systems Engineering, Software troubleshooting, SQL/PostGreSQL databases, software installation/configuration, NIST RMF

• Software Verification, Validation, Testing or Evaluation experience

• Describe past work development experience with React.
