Proposal Manager
GeoSearch is actively looking for a Proposal Manager in Colorado Springs, CO!
The successful candidate will be responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal, state & local business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment. The ideal candidate is a thought leader, able to see the big picture without overlooking the details, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements. This role will manage and oversee a team of proposal coordinators. The desired candidate will be comfortable in a dynamic environment, be detail oriented and highly organized, possess excellent time management and problem-solving skills, be an effective communicator and collaborator, be customer service driven, and able to delegate.
Responsibilities:
- Manage the successful development of compliant, competitive, cogent, and compelling proposals through effective collaboration across teams that include program managers, technical domain experts, executive team, consultants, and supporting vendors.
- Apply experience and best practices in proposal team management to ensure the timely delivery of proposal submissions that are fully compliant with solicitation instructions.
- Support the EVP of Strategy & BD in the development of training materials for internal staff to support continuous improvement of Sanborn proposal workflows.
- Oversee the development of the proposal schedule, outline, compliance matrix, and Proposal Development Plan.
- Maintain the SharePoint collaboration site for each proposal.
- Collaborate with the proposal team and Program Management organization to determine writing assignments to effectively integrate a win strategy, themes, and discriminators into proposal.
- Take ownership of the quality of the proposal for color reviews and final delivery by performing rigorous quality assurance checks on draft and final documents.
- Coordinate, prepare and lead efficient Proposal Kickoff meetings and daily status calls, ensuring activities adhere to the Proposal Development Plan.
- Ensure the high-quality content and appearance of final proposal deliverables.
- Conduct and document proposal lessons learned and implement actions to improve process efficiency.
- Demonstrated experience evaluating formal requests for proposals, quotations, and Information and creating proposal outlines, compliance matrices and schedules, managing and coordinating proposal teams and work products, editing written material, and delivering high-quality proposals under tight deadlines.
- Understanding of pricing and estimating strategies as well as business and proposal cost structures/elements.
- Experience working with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other Government Procurement regulations as they pertain to Bid/Cost proposals.
- Self-motivated and independent work ethic.
- Facilitate color reviews (Pink and Red team), quality reviews, and apply lessons learned to add value to proposals. Manage the implementation of proposal and presentation revisions based on direction from review teams.
- Support marketing or pursuits strategy and content development related to clients/markets, marketing communications, campaigns, and business lines, as necessary.
- Coach and mentor entry level proposal team members
- Ability to build and maintain a positive team culture that supports collaboration and continuous improvement.
- Other duties as assigned
Supervisory Responsibilities:
- Managing 2-3 staff
Qualifications:
- Minimum 5 + years demonstrated successful proposal management experience managing and leading proposal teams effectively in a dynamic, fast-paced environment on moderate- to high-complexity US Federal and commercial opportunities.
- Strong verbal and written communication skills; attention to detail and accuracy are a must.
- Ability to use standard English writing styles to write proposal sections; this includes information research and synthesis from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product.
- High proficiency in the MS Office Suite (Outlook, Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint.
- Ability to troubleshoot proposal issues and implement solutions quickly.
- Familiarity with proposal management software.
Education:
- Bachelor's degree in business, communications, engineering or geospatial field, or equivalent professional experience. Masters degree preferred.
Certificates, Licenses, Registrations:
- Colorado Notary Public, preferred
Salary Range: 80K - 110K annually
